Changing governments or government progress.

For RP reasons, I'd like to change the government progression.

Ideally, I'd like to play as Carthage and not progress to empire at tier III and instead remain a republic or become a commonwealth.

Can I do this by modding Carthage's starting government to elective or democracy and then start a new game?
Or, can I mod Carthage to start as a republic AND remain a republic at tier III?
