I won a game a few months back because my opponent was unable to conquer Italy in time following the defeat of Germany in winter 44-45, so while it may be unusual, it definitely can happen that Italy can win the war for the Axis.

You have to remember that, especially in the early days, there is sometime no northern (or southern, or middle) convoy at all. The game randomly generates convoy sizes, and there is a minimum size (12?)--anything below that is no convoy at all.

I don't know about Germany, but I know that in the late game I saw some pretty weird stuff with rail in the Balkans: The Yugo partisans count as Russians, but the Romanians (after capture) count as Western Allies. I think you're being a bit over-cautious in France. IMO the thing to do is to apply maximum pressure everywhere at once--he'll collapse like a house of cards.

It's rather hard to debug if people are using old game versions. Can you maybe try a solo game where you just move to see if you can enter the Spanish tungsten mine hex as the Allies when the armistice offer has been rejected and Spain is still neutral? I fixed both bugs and ensured the same rules apply to the Baku oil traded to Germany and the Spanish tungsten ore traded to Germany. As long as the countries are neutral then you can now not paradrop to or bombard the hexes. The fix will be available in the final version. In a current game, the All...

The DoW by France/UK against Belgium means a drop of 6% war effort from the USA until it enters the war. Can anybody give us an idea of exactly how many PP's that'll add up to? The loss of war effort from Sept. 1939 until December 1941--what kind of figure would we be talking about?
