A couple of issues first up:
- One of your DCs needs to be Skilled
- Light infantry aren't allowed skirmisher attachments (Pg 159 ToN)
I think your 3rd div is a bit unwieldy, even with the officer. As you only have 2 cavalry units which both have to be in the same division, I'd replace them with the Garde du Corps with an officer. Guard shock heavy cavalry will take out any other cavalry, so if you have to be light on cavalry at least make it potent.
I'd also drop one of the lights as you have plenty of firepower. That means you still have 34 points to spent. A couple of artillery attachments will be good for your infantry as it looks like you will be defending with an Initiative Level of 1. Or give those large units a cavalry attachment. That means that they will reduce the amount of skirmishing firepower coming in to you and being large they will ignore a hit. It will be very tough for an opponent to put cohesion losses onto those units while you have more dice when you fire. You should win the skirmish fight.

Not overly a fan of skirmish attachments for reformed troops 8 pts for 1 dice at medium range. 10 pts for artillery attachment + 1 dice a medium , + 2 dice at close. , also +2 dice rather than +1 dice for supporting fire at close range. Much more bang for the extra 2 pts. Depends how many artillery attachments allowed. Also consider cavalry attachments. Reform infantry shorting at reformed infantry with cavalry attachments down -2 dice (-1 rifles) thats 1 dice not likely to hurt. Cavalry attachments remove his dice at medium range -2 dice for 6 pts compared to adding +1 dice to your shooting for 8pts.

I agree. I never buy (non-rifle) skirmisher attachments for reformed units unless required by the list - and if required to by the list, I would tend to look for another list! Much better to spend the 8 points on upgrading a small unit to light infantry.
Rifle armed skirmisher attachments may be better value - most of our British players seem to regularly buy them for their veteran units.

I got to looking at this list as I have around one division worth of figures and thought about fleshing them out to make a corps. My take would be:
CC (competent) - initiative 1, might as well not bother too much about gaining initiative.
1st Div (competent DC)
Large AD line infantry + cavalry attachment
Large AD line infantry + cavalry & rifle skirmisher attachments
Small AD medium artillery
2nd Div (competent DC)
As 1st Div
3rd Div (skilled DC - so he can brigade group all the infantry)
Small AV light infantry
Small AV light infantry with rifles
Small AV guard line infantry
Small AV guard shock heavy cavalry + officer attachment
With 10 units you can always put the guard cavalry down last where it will be needed. The large units with cavalry attachments should reduce the incoming skirmish fire by so much that the lack of generals to make recovery rolls shouldn't be much of an issue. The 2 guard units are used for the counterattack after the light infantry has softened the opposition up. This army will need to use terrain to offset the small number of units. I'd be selecting 4 small pieces of rough/difficult.
