These are software platforms in which the game was developed. You don't have to worry with them because most probably, at least framework 3.5, you might already have installed if you've Windows XP or above installed in your PC.
And even if you don't have them, the game installer will always ask if it can install them during the process of the game installation. If in doubt just press yes to install them. No harm.
In conclusion, if you've the minimum hardware requirements and you have ate least Windows XP you don't have to worry.
