Bug? Conquered regions spawning navies and armies every turn

In my first playthrough as Persia, on Easy, after absorbing all of Babylon, Phoenicia began spawning units that I did not request. At first, iirc, it was ships, and not regularly but every other turn or three... Then it became every turn, a small stack of light and medium warships, and a stack of about ten mixed units, always the same combination.
I recently started a new playthrough, as Persia once more, bumping up the difficulty two or three notches.
The same problem has started after absorbing Babylon, this time in Palestine rather than Phoenicia...

The recruitment queues are clear. I have turned off the auto province management. I have also queued up some other units to be recruited. Regardless of what I do, the units continue to spawn and even though I immediately disband them, it is quite a drain on manpower...
