Modifying maximum pop??

Hi I want to increase the maximum population. I found in Building.txt
(in large city)
PopulationModifier 30

I changed it to 36 but the maximum pop is still 32
Then I changed it to 39 and when I came back all of my population in large city disappeared. Ooops!

What does "PopulationModifier" do anyway?
