QRC (Quick Reference Chart) Question

Was it an oversight or some sort of licensing/copyright restriction that caused the lack of a QRC( or at least a printable one) with this game?
It is not a problem for me, I own a copy of the Rules. The QRC is mentioned in this game and it can help lessen some of the frustration of some of the player.

I think Boardgamegeek has a printable QRC. You might have to register to get it.

This is not the first time someone has brought this up. If it's mentioned in the game, then it should be provided in the game!
