Ballista has received a medal

My ballista received a medal and my choices are to receive a +1 for defense against any attack, or a +1 Attack. Message says " Attack: This measures a unit's ability to damage an enemy in melee range." Why give a ranged attack unit a +1 attack for melee? Can ballista even attack a unit adjacent to them?
