How Does Keil Ignoring Enemy ZOCs Work?

In the attached screenshot, the Austrian Early Pike & Shot keil (blue) can only attack the Russian Streltsy (green) and not the Russian Streltsy (red) because the green unit is a priority target.

My understanding is that the green unit is the priority target because of its ZOC, but since the Blue keil can ignore ZOCs, it should be able to attack the red unit instead. It obviously doesn't work that way. I don't know what "Ignores enemy ZOCs" means then. Would someone please explain in what situations ignoring ZOCs works to the benefit to a keil?

If you were being zocd from the side by a non keil unit, and the unit to your front wasn't facing you, you could still charge it. Or, being able to just march through enemy zocs so long as it doesn't involve directly facing an enemy head to head. Or, if an enemy is directly in front but only at a 45 degree angle, just walking off instead of committing to a charge, if doing so is dangerous.

Thanks. It seemed to me that charging the red unit wasn't much of a threat to the blue keil since it ignores the effects of a flank charge from the green unit. Boots on the ground probably thought differently.
