Do you think diplomacy is overpowered/consider it cheating?

So as the title says, i have to admit that the diplomacy tool is simply too strong. I'm not sure whether this is intended, but i'm aware that it won't be fixed..

So what do you usually do in order to not make games too easy - what kind of regulations?

No diplomacy at all?
Limited amount of allies?
Set the win condition to 100% conquest? (even though this probably wouldn't make it that much harder)
Only allow a limited amount of turns to win?

I'd like to hear a few opinions, because right now i feel like it's almost cheating when i use excessive diplomacy.

I don't tend to use diplomacy that much as its very expensive. I tend to demand resources more than I offer them :)
