A number of buildings will give more manpower, especially health ones.

Thanks guys.
To be honest I tried with enhancing the number of population but it does seem to have a very very limited effect on manpower while, on the other hand, it seems there are really few buildings helping this way.
I fear it will end up with my Epirote campaign stalling for lack of soldiers ...

As above herbalists solve this, build these and you'll be fine. I'm playing Epirus and have a few manpower problems but solve via short term mercenaries
