Classical Greek

Sorry if this was asked before...

I'm making an Athens list with more greek allies. In page 6 says (Building a customised list using our army points), point 4 "An allied general's contingent must conform to the Classical Greek allies list below, but the troops of the contingent are deducted form the minima and maxima in the main list".
Does this mean that I don't need to field 24 hoplites from Athens (minima of the main list)? For Example: 16 Athens and 8 Thesalian to field the minima of 24.
