The AI should switch, as appropriate, between 3 macro-strategic Settings:

-Defensive: Total Focus on defending important cities.
-Skirmish: Similar to what it is doing now; take outposts and attack opportunity targets, but retreat against serious resistance.
-All-out Offensive: Focus on completely razing a Faction.

Possibly it does have such settings already, but they are not pronounced enough.
