How to download community content?

When I try to download community content in-game, it says "Enter List File URL". Where does one find the List File URL?

site or steam version, either way it not's needed, but no idea why your isn't working either, unless your manually trying to do a pack, which aren't there atm or may never be, as that would be from elsewhere re the net link etc
