Well here is a rough idea:
- We are trying to keep slot costs 1-digit, so they are more manageable and easier to understand.
- 0 is not used for units (to avoid unit spamming) but can be used for some transports.
- 1 is reserved to various special units (like bridge engineers) which always struggled with getting a place in the core. The difference between 1 and 2 slot is very big, so for mainstream combat units it is difficult to justify such a big jump between adjacent "tiers".
- Main combat units start from 2. 2-3-4-5 are probably the most common values. 6-7-8-9 and in rare cases above are for the more powerful, high end units.

Slot costs are not always based directly on prestige costs, this is decided on a case by case basis. For example, Panzer IV H and J have similar stats, but J was a simplified version intended for quick production and it can have smaller prestige cost (but keep the same slot cost).

In very big families of Panzers, like Panzer IV, different models can have different slot costs. But usually, the jump happens when there is a very obvious jump in performance. In case of Panzer IV family, I think Panzer IVF/2 can serve as an example. But we don't consider our current assignments final, because these values will be tweaked very extensively, especially once the beta starts.

Thanks for the explanation. I think it makes a lot of sense.

Only one small afterthought: Earlier you say about overstrengthened units that "such units cost more prestige and slots than usual". So will an 11-strength bridge engineer cost 1.1 slots? That would add one decimal. And if you overstrength units with a base different from 10, like soviet conscripts, you get even more decimals. So rounding might be necessary.
