3.0 commander influence

Page 40: "To be able to influence a CMT a commander must be....in command range at the time of testing to count as in command range." Does this mean a commander could influence one BG's CMT - then make his own move - then influence a different BG's CMT that is now in his command range but wasn't before?

That is how I read it - unless he was with the first BG to test, in which case he cannot leave it.
