Reading the special instructions for this army list, it says "Except those in a British allied contingent can be classified differently from those in the main army, ALL UNDRILLED FOOT must be classified the same" Post Roman also have the option of drilled foot. Does this mean I could have the option of drilled Heavy foot and the undrilled as medium in the same army, or do they have to be the same across the board?

Yes you can have drilled heavy foot and undrilled medium foot. See the Troop Notes section of that list; the former are remnant Roman troops and successors, the latter are a different style of non Roman influenced troops.
