Question about adding techs and buildings

So, I was looking through the tech list to try and figure out how to add more high tech buildings(IE Nanofacs as a middle-game replacement for planetary facs) and I couldn't for the life of me figure it out. How do you add techs and buildings to the game?(I don't know if I am being dumb or unobservant)

You need to add them via re-compiling rtq files (see the modkit from 1.03c, res_bld.a file)
