Ship designs not loading

I've had an issue recently with two separate installs (on two computers) where my saved designs don't show. This is including basic parts and I only play human. It's not just some but none of them show. When I make a new design I can see it created in my designs folder. If I then start a new game it's not there.

Any ideas?
