Military training centre build criteria

Don't get the option to build this on certain planets, which is a bit inconvenient! What are the requirements to build? Or is it a bug. So far seems like one can only build it on Earthlike planets. But why? Anyone know?

Not sure about new version, but through patched original you only had to research the technology that allowed building it-- after that you could build it anywhere/everywhere you had production capability.

That's what I thought, but I've researched it and now the option to build the training centre only comes up on my Earthlike planets. I read that the original bug was that it didn't give experience, which I expect it does now. But Is it still a bit bugged or is it meant to be only working on earthlike planets? Fair enough if it's meant to be but then I could ask the question why? Also, it doesn't tell you anywhere that this is the case. If it is the case, of course

Yep, bjgrt is right-- I had to go back and check an old saved game. Sorry for the bad info-- I hate when that happens!
