The files like avail1.whdat are supposed to control which units are available for selection in each scenario. If you look in avail5.whdat or later, you can see that each line has three fields. These are supposed to be the unit number, the base unit from which to upgrade, and an upgrade cost. For example, avail5.whdat is used for tutorial scenario 5, and it contains these two lines (among others):

67
68 67 175

The first line says that unit 67 (Sentinel) is available. The second line is supposed to say that unit 68 (Sentinel Armageddon Pattern) is an upgrade of the basic Sentinel unit which costs 175 to upgrade. However, this isn't working. If you start the scenario and go to purchase, you can purchase either unit for 400, and upgrading from a basic to an Arma Pattern costs 0. Unless I misunderstand the intent of the avail file, (a) you shouldn't be able to purchase an Arma Pat directly, and (b) upgrading a basic to an Arma Pat should cost 175, not zero.

Is this a bug, or is the data in the file only there to taunt us with features we can't use?

I was thinking of creating a mod with dramatically reduced unit availability (removing many of the 75 tanks with tiny tiny differences) and using the upgrade chain to limit availability of more powerful units. For example, being unable to directly purchase a Sentinel Arma Pat would make them more rare. Granted, the Sentinel isn't such a useful unit anyway, but almost all the Leman tanks are supposed to be upgrades of other Lemans. This whole upgrade chain is currently not working.
