Can’t find the ‘last’ enemy unit. I have searched and searched. Since this is a optional goal, you can only make a “fair victory.” Also, I have no problem with hiding units in the fog. However, once engaged, the visibility of the unit should become a bit clearer. This would model real life. If a unit were to engage, the command and control process would quickly identify the location of such units.
