The Medical jeep should health the troops without take any resources !!! Otherwise he isnt useful.

I've never used the medical jeep apart from in the Pearl Harbor scenario. How does it work? How many RP's does it cost to heal?
It sounds similar to the support ship in the naval scenes. That costs, but seems "reasonable".
Now, if we could get the price of minefields down, that would be fantastic!

You can change this by changing the cost in the units.csv file.
Not sure it’s a good idea, it would be too easy to stop enemy attacks by placing a pile of mines. It is better to place few mines but in the right place (for example on bridges or roads) to slow the enemy advance
I will first try an intermediate solution with a cost of 15 for the mines.

I just realized that it is not possible to change the cost of a mine by the technique "minelayer"
The only solution I know is to construct a minefield (you can choose the price by modifying the cost in the units.csv) :
The problem is that the minefield is not neutral

The big advantage of the "Field Medics" spec are the RPs generated through battle - the jeep's just a minor plus. Although - if I remember correctly - the jeep could heal up to 3HP with friendly units, even when adjacent to the enemy. But "regular" repair only, same as with support ships.
The mines' ability to block off complete hex tiles is too powerful to be sold too cheap. Same with the arty counter-battery fire ("bombard") ability, IMO.

Agree. The A.I. does not seem to use these features, this would give too much advantage to the human player. So the jeep is useless, right? Other than cannon fodder? Maybe give it the ability to generate small amounts of RP whenever nearby infantry units take losses.
