Flexible Pathing and Rail Setup?

On the Battle of Java campaign scenario I'm trying to use the Type 91 Sumida, however I've noticed that it doesn't work like a usual scout when it's on rails. It can only do one move.

Is this working as designed or a bug?

Not a bug, but you have a point there. We'll change it to have 2 moves in rail mode.

Cool. Thanks for the reply :)

(I later found that you can move the scout into a city+train hex and then turn into a train for the second move, which seemed absurd if two moves in track-mode aren't allowed)
