How To: Do a PBEM game through a smartphone?

Hey all, I just bought Armageddon through steam and will be getting it downloaded sometime soon.

I'm an Over The Road Truck driver who's primary internet connection is through my phone and I was wondering about the PBEM option.

Basically, is it possible for me to start a game with someone else by setting up a multi-player game, copy the save file to my phone, attach the save file to a regular email and send it to the other player, who can open it up in their copy? Or do I have to always work in the game?

The PBEM system is entirely via the game itself. No game file passing around is required. Though I think you are saying that your only means of access to the internet is your phone? So unfortunately you won't be able to use it to send and receive the turns. If you can set it up as a hotspot it could work.
