Embarking in coastal cities without ports?

Hi! Someone knows if is it possible to mod the game in order to make possible the embarking option for units in coastal cities without ports? I would like to mod the game in this way, because I think ports should only represent great military ports, but there is a problem with removing ports in islands like Corsica, because then the units landed will not be able to embark again
