Finland out terms

What are the latest terms of Finland out of war ? During one of my latest pbem ,Allies conquer Tallin & Vyborg & less than 6 units in Finalnd , but Finland still not out of war . Why ?

another strange thing : nextturn , Allies did not conquer anymore Finland city but a rail station & Finland out . Why ? Does the rail & mine have any effect ?

There is nothing wrong about this. Here are the rules:

/* ---------------------------------------------------------------------------------- */
/* Finnish armistice rules */
/* ---------------------------------------------------------------------------------- */

/* Requirements for making Finland sign an armistice with USSR. All must be met */
ALLIED_CITIES_IN_ESTONIA_FINLAND 3 /* Minimum number of cities or rail depots required in Finland and Estonia */
AXIS_UNITS_IN_FINLAND 6 /* Less than this number of Axis units located in Finland */

Here you see that rail depots and cities are counted in Finland and Estonia. However, Vyborg is NOT counted because it's not a core Finnish city. It was ceded to Russia in the Winter War.

I just thought the rail station not considered as surrender point . Anyway thanks for your explaination :) !
