CEaW v1.04 Problem with naval transports

Hi, I bought italian version 1.04 Commander Europe at War (Slitherine and Leader logo), not gold edition. It is not possible load anything in to transport.
Problem with loading ground units onto naval transports. No enemy near on the sea or on the ground. I can not go with my units in to the port (it is impossible for my units go from near port to port). If I am adjacent to the port is not possible to do a transport. Not possible when I play Allied or Axis. It is a bug or I wrong?
I play with windows 7 but in xp compatibility mode.

Please help me.

Problem solved.

Nel manuale non è indicato come caricare le unità sui trasporti. E' necessario aprire la schermata dell'unità e premere il pulsante apposito. Non è possibile andare nell'esagono del porto ma vicino al porto si possono creare i trasporti.
