Updated Manual for latest version?

Can we please get a "sticky" for the CEAW GS Manual, including all of the most recent changes? (Does such a thing even exist?) If the Manual hasn't been updated, would it be possible to create a sticky with the most recent Manual + logs of changes since that point?

I hesitate to ask this from those who have already done so much, but I think we need a 1-stop location to get our rules questions answered.
