neutralized airfields in eagle attack

hi dear members,

do neutralized airfields in the map eagle attack count as "out of order"?

another quest special to neutralized airfields: can i use them to refuel my own airplanes?

neutralized airfields are neutralized, you cannot use them, British cannot use them
