French Deployment
Germany advances into Fance, surrounds Paris but most of France still remains unoccupied. Why can the French not deploy purchased units at all?

The war in France was virtually over when Paris was surrounded / captured. Still the Germans moved to cities like Brest and Bordeaux to ensure the French would surrender.
So I think it's just right that the French won't be able to place new units once Paris is surrounded. At that stage the French should not be in a position to build new units anyway. You can still repair losses on depleted units so that could be a good idea. I usually repair the French fighter just before Paris falls in case the armistice is rejected. The fighter has evacuated to England and can be a valuable asset if the French have to fight on as Free France.

Quick question in response.
Is it only France that is affected by this rule or is it the same for evey country with one capital?
If the answer is only France then I would ask why is something like this hard coded for a game that reflects generalprinciples of WWII but should not reflect every perinciple once started?

It's for all countries except UK has a "second" capital in Liverpool regarding deployment. So you need both Liverpool and London to prevent Britain from placing new units in England. Italy will not be able to place units if Rome is surrounded. Russia, Germany and USA have 2 capitals so you need to surround / capture both to prevent placement.
Placement can only happen if you have a land link to a major power capital and the city you want to place units in has supply level 4 or 5.
France's problem is that they can't use London to get supply level 4 or 5 when Paris is surrounded. There are no land line between these capitals. France can't trace to Moscow because surrounding hexes are enemy controlled and Russia is still neutral.
Southern Russia can trace to Basra via Persia so they get supply level 4 from Basra if the link to Moscow or Omsk is severed.
