What's with the frozen units?

Just starting with the game. Most of my German units on the western front are frozen with no APs. Why are they there and how can I use them? Thanks!

there is more information in the manual on the game and also in the above link to another forum for the game, where many more questions are answered.

if a unit is frozen, then it can't be used until unlocked, either after a given time, or event unlocks it
