How to create a custom mission/scenario

Can anyone help me create a new mission? Do I need to install anything extra or is it all in the app? Is there a PC version and if so do I need it?

The editor is available from the main menu of the game. You should be able to create a new campaign and begin making maps by following the onscreen instructions.
