Can someone confirm what original country GS uses for this German volunteer unit: SS Wiking and Nordland I imagine it is Norway, Denmark or Sweden, but need confirmation for a GS graphics fix. You could edit the scenario file (EG: '1939.scn') to give the axis more oil to start with. If you want a gradual increase then increase the oil income of a German hex by 1 or 2 (or more). "SS-GB" by Len Deighton is an excellent fictional account of a world where Germany successfully invaded Britain in the early years of WW2. Note that it won't necessary match up to the what-if experiments of a CEAW:GS successful Sea Lion invasion:).
