If I save just before entering an enemy region, if I reload that save, do the combat dice rolls remain the same? (Like save-scumming in XCom?) Or will the rolls be new ones and my results possibly different?

I've played about 50 turns as Sparta and my capital pop. has gone up from 13 or so to 20 or so but the citizen pop. has remained the same at 2 the entire time. Does it ever increase?
