Experience is awarded based on number of units killed- that's why tanks gain experience super fast compared to other units like artillery. I had the same bug recently- didn't deploy any tanks, but didn't complete the objective. Though I didn't realise it was working before as it was my first playthrough.

+1 it's definitely bugged. If it helps (probably not) I played through Kursk on highest difficulty with the 106 CP without issues (you get additional 2x 6 CPs for the two bonus objectives). Good one! I have restarted several battles after regretting a string of poor choices + repairing aux units when I didn't need to. Now I'll have less of a reason to restart.
