Works for me. I've assumed that if you travel part of a turn in terrain where you get a bonus, you can use that "+10 leagues". You are basically misinterpreting what I wrote, which probably should have been clearer, what I meant was that each hex you go through reduces your turn's move by a certain amount, and any penalties apply to each hex.
