Guys, I'm about to play my first game with the amendments, and am trying to work out my list.
From what I can see, in my Danes which has:
Dragoons, Pike&Shot, Shot, Regimental Guns, Determined Horse and Medium Artillery, the only cost change is -1 point for average DH. Is that correct?

Just to clarify, is it the intent that anything on foot count? Could I have 4 stands of artillery and 18 stands of LI/Dragoons? I don't know why you'd want to, but do we want to make it battle troops, or any infantry will do? Thus far, tournaments using this rule have always specified battle troops...

Colonies and Conquest Japanese samurai cavalry and Hatamoto guards. In this instance you're not talking about the bow armed Samurai cavalry, correct? If so, I think this would be great. You have the divide line where Ashigaru start being counted as MF instead of Warrior and also the mounted as well...

I think that Determined Horse are better that Horse, but not so much better as they are currently costed.

Having just refought Breitenfeld a couple of times I was considering Early Tercios from the Early 30YW Catholic list which are 12 bases and therefore not GBGs. Either which way, I think that it's still (nearly) impossible 4 bases of Elite DH to destroy 5 BG's of Average DH... especially in one charge (which I understand is what happened). No idea why you think it would need to break 5 enemy BGs. With the caveat that there is no specifically defined scale ...
