Use the left/right button in the center top to cycle to that missing unit.
When selected, move it out of the FOB. It will be "invisible".
Move the invisible unit back into the FOB, and that should fix the bug.

Were you always running the latest version?
If you were running an earlier version, I suggest restarting the mission.
Or maybe you just need to move both supply trucks out, then move them in to register.
After that, you can move in and out freely.
