That is because you need 75% of all, and you are currently 81 of 100% of that 75% goal. Yes, it is a bit confusing writing.

Please look to the stickies to see how to post crash reports. The forum won't take the .savegame file, you should .zip it up with the logs (2 different directories). Have not tried on 0.16.3 new build yet, but have in 0.16.0, 0.16.1 and 0.16.2 with no problem. Only way once you have a victory condition met and hit continue to change diplomacy status to war on another faction. I agree on that - while it is certainly gratifying to kill so many troops in one go, unless the AI is on easy or very easy - it shouldn't try to combine so many in one hex.
