Technically, there is no problem to implement the old behavior as an option. We just need to add a check - what was the last command, and if it was movement, did it reveal any units. (Usually when the devs are aware of the issue things end up well. It's the games where you realize nobody at all have even considered the issue that falls flat. For some reason, sci-fi simulator games seems to have an especially bad record here...)

The problem is that thorough reconnaissance might become mandatory. I don't think people will find that fun in general - they just want to roll up their Panzers and smash things. There are lots of great ideas to increase verisimilitude that risks losing sight of what made Panzer General/Corps a hit ...

Per Wikipedia the Germans actually should have more armor than the Russians. (Before the counter-attack of course)

The Soviets used well-entrenched infantry in multiple lines, and also artillery used as tank traps.

(Not that I want more frustrating slogs of scenarios...)
