Yes. They are the same version. 4.029 was the last beta version and it became the public 4.0 version.

Download the file and place it in the game folder under the main folder. Take a backup of your old game.class first. Then rerun a turn where you have the issue and check if it disappears now.

There is nothing prohibiting you from moving across the border. However, I think you won't get the highest supply levels since your supply source will be far away. I don't think this is a bug. Remember that rail conversion only takes place if the weather is fair in the hex. Not easy to convert rail lines in muddy or snowy conditions. You surely can't defend the Maginot line with just 3 units. Against Axis garrison units on the other side you can, but not against Axis corps units in key hexes.
