This happened to me too from time to time. Just use another (turn) savegame file or, if you want to be on the safe side, restart the scen altogether.

Which seems like a lot, frankly. It is fine and dandy when you are on the administering end but I can remember some scenarios in which being on the receiving end of enemy sub attacks was a major PITA. That's my point though. Gruppe_Monsun was supposed to cause "Two German Type IX U-Boats [to] be added to our [Japanese] naval forces" but that was never implemented. Instead, left behind were those extra RP and, as we saw in another thread, an incorrect activation of the German specialisation tree....

At the moment, vanilla subs have no real punch and are rather a nuisance; a harassment unit at best. Like partisans or recon vehicles behind enemy lines. Did not seem right to me, thus the changes in my mod.

Maybe I should've increased the costs as well?

After the latest update I get a "Application load error 3:0000065432" when starting the game. I tried to reinstall the game, deleting options.dat file and downloading new options.dat file. I have to test AI aircraft (mis)behavior next if this "set base" possibly affects this or not. Didn't you or Bruce test the "set base" mechanic once already? There's a vague memory of reading about it - with the overall conclusion: "makes no sense / useless / will be overridden by the AI anyways". ...

Sorry to say, but again I have to agree with Horst here. The mentioned AI "issues" are rather (debatable) scenario design decisions.
